If you procrastinate then you lose valuable time to prepare, as soon as war is inevitable, strike first, strike hard and take out their ability to coordinate an organised counter-attack, that buys you time to make a second strike hitting their infrastructure, then their military which should be just about ready to begin to strike back.

Yeah, the 1916 rising, or, How not to start an armed uprising against an occupying force.
That was farcical, the attacks were meant to happen on the Sunday but had to be cancelled, word got to the rebels all around the country about that but not that it was rescheduled for the Monday, so Dublin erupted into war while the rest of the country enjoyed the Easter bank holiday and the Brits only had one pocket of resistance to deal with.
