Those things aren't "general taxpayer costs" here. Well, roads typically are, but as I said, county roads are county roads and county residents pay for them. State roads are state roads, and state residents pay for them. Federal highways are federal, so the federal taxpayer foots the bill.

Federal highways and many state roads are paid for through gasoline taxes, which function as a de facto user fee.
