He was granted immunity in FBI hearings. These are different people so I don't see why not. Each hearing is a potential criminal charge. And the congressional hearing is not a criminal court. Does it even have the same rules as the legal system/FBI? It's main mission is well known: get Hillary.

Indeed, if your answer won't tend to incriminate you because you've been granted immunity, then you can't refuse to answer on that basis. Maybe he has an argument that the immunity was not 100% or something. Not sure what they're doing.
