Of course something can be done to monitor the communications networks of terrorists and wannabe terrorists, and in the UK the intelligence and security services have huge powers to scrutinies everyone's communications - including the power to hack and install software on any device - and communications firms and ISPs have to log and store all customer activity for at least a year.
