I must admit I know very little about the House of Lords other than they can sometimes reject things that parliament tries to put through. I generally consider new members there to be probably a good thing to avoid it just being a bunch of grumpy old men, but I don't know if that's what it is any more anyway.
I'd say that's true of many British people, and it is probably a reflection of the perceived lack of power (relative to the House of Commons), plus the fact that the members are not elected by the public. We have much the same problem here in Ireland with our upper house, the Seanad (Senate).
