I know Al Qaeta and Muslim extremists have a beef with and have openly threatened Norway in the past, mainly for its participation in the Afghan effort. I know that Muslim groups commit a lot of terrorist attacks.
Is it the only possibility? Of course not. The guy they arrested for the shooting was apparently "blonde" - which probably an indication that he's not an Arab. So, who knows, at this time.

The person they are picturing and naming on Norwegian newspapers is a nationalist with very anti-Islamic views.
