No. It's a lie. Daily cases always rise dramatically at the beginning of the week because most the people responsible for reporting them don't work on the weekend (and there are fewer tests on the weekend anyway), so that the numbers for tests from multiple days on the weekend combined are reported on weekdays. If you compare the daily numbers with the numbers on the same weekday a week earlier, they are still lower.

The easing of restrictions actually only started over the last week or only started yesterday in many places. You wouldn't be able to see them in today's numbers. That would be much too early.

In fact, the real easing of restrictions with opening of gyms and restaurants and hotels and so forth are only starting this week or over the next two weeks.

You can clearly see the regular ups and downs in reporting depending on the weekday

One district in the state of Thuringia is also understood to have implemented the emergency measures after outbreaks in care homes.

That's also a lie. Nothing was "re-introduced". The relaxing of restrictions was only delayed one week, but not in the whole states but only in those districts where those regional outbreaks happened.
