Only partly; third party insurance is compulsory, and paid for at the same time as you pay your car registration fee. I see that as reasonable; compulsory insurance of your own vehicle would not be.

We regard Queensland as our own "Deep North"; they do things differently there. There has recently been "anti-bikie" legislation passed by the conservative government there. While having no time for bikie gangs, who frequently make money from crime, this legislation is totally over the top...

Three are believed to be Hells Angels members from the outer Melbourne suburb of Dandenong, while two are alleged to be Comancheros members from the nearby suburb of Hallam.

Taskforce Maxima's Detective Inspector Brendan Smith said the arrests sent a strong message to gang members that Queensland legislation targets criminal associations regardless of where their home base might be.
“These actions send a clear message to interstate of members of criminal gangs – come to Queensland and commit offences and you will be arrested," he said.
“These actions clearly reflect the QPS on-going commitment to disrupting the criminal activities of these gangs, with the goal of driving them from Queensland.”
Inspector Smith said the quintet, aged between 23 and 31, had been the subject of police surveillance throughout the weekend.
Officers from Taskforce Maxima arrested them after conducting a search warrant on the men's accommodation.
Each have been charged with offences that fall under new legislation that aims to prevent criminal gang members congregating in groups in public places.
Taskforce Maxima was established by Queensland Police Service in October, as one of several new contingencies to eliminate criminal motorcycle gangs in Queensland.
It came in response to a violent brawl in Broadbeach in late September, in which 28 outlaw bikie members were arrested.

I was thinking that if auto insurance rates - not just the requirement to have it - were regulated, then people might be required to keep their windows up to prevent theft so insurance rates could be kept down. I could totally see this happening in California.

Compulsory closed windows is a bit nanny state but then again so is jay walking, compulsory seatbelts/helmets etc. The rules for this vary between countries but its hardly the police state for society to make you take a few sensible precautions to avoid making a mess on the road or wasting police time dealing with stolen cars
When only criminals carry guns the police know exactly who to shoot!
