The global economy is inherently unstable with fluctuating commodity prices and exchange rates fully divorced from resource scarcity or productive or consumptional changes. The global economy will crash again. Next time there will be no bailouts, and social and finally population collapse will follow on soon afterwards. It will be impossible to resurrect the modern world amid the social chaos. A new dark age will descend and with climate change there may never be another advanced civilization. Numbers will dwindle, and extinction could follow easily on.

Simple enough. If the deficit is too high we crash. So a low deficit is desirable. According to my macroeconomic instructor at Purdue a zero deficit is not always desirable for reasons I forgot before the test.
