I said Cain misspoke about China's nuclear capacity and gave several possible options of actual intent, including reference to China's attempts at enhancing its nuclear capability ("I imagine one could insert the words "further" "greater" or "more sophisticated" between "develop" and "nuclear" and get a pretty accurate idea of what he actually intended.) Now Cain says he misspoke and says that he was referring to China's "total nuclear capability" which he says is smaller than ours, which confirms my interpretation. I was correct. Ipse dixit, quod erat demonstrandom.
