I owned my first gun, a .22 bolt-action rifle, at age 8. I was taught the safety rules and how to shoot it by my father, and I took NRA riflery courses at summer camp for years, achieving Expert Marksman status by 14. I took my rifle to school on the school bus in Jr. High school to practice and compete on the school's indoor rifle range.

Most kids who are killed in gun accidents (the very, very few that are) die because they are NOT given firearms education.

I'd have gun safety education start in the first grade, with age-graduated firearms training and marksmanship taking place in all grades, for all students, through high school. On graduation from high school, presuming no criminal background, the graduate would be issued a concealed carry permit and a military rifle from military surplus stocks. The youth would be required to maintain the rifle, and maintain proficiency with it from age 18 to age 45, while subject to military duty in the militia. Regular training would be required, as well as inspections. At age 45, the weapon would become the person's personal property, in gratitude for their service in the unorganized Militia.
