Completely different situation. The political system in Switzerland is based on referenda. In the past all things there were decided in the town square with a show of hands. The UK never had that. They don't ask so stupid unclear questions like leaving or not leaving the EU and then have politicians deal with the details. They vote on clearly formulated specific detailed texts that then become law automatically.
The difference is that the range of people that voted for Brexit had a very wide range of ideas of how a Brexit would work. With the Swiss system, the full details are known beforehand.
So, when there is a 51 / 49 % tie, the 51% win, but they get exactly what they voted for and there will not be any discussion on how to implement the decision. It is clear before.
Also, with national decisions in Switzerland, you do not only need a majority of the votes, you also need a majority of the votes in a majority of the cantons. So, one region cannot decide on a federal issue over the opposition of other regions.
