First observations ...
[1] It looks as if they nicked the blueprints for the fictional F/A-37 Talon from the Hollywood box office bomb Stealth, bolted on some bits cribbed from the F/A-22, stirred in bits of various UAVs, and having constructed the resulting Revell kit, scaled it up.
[2] From the angle it appears in the still shot forming the image before the video is viewed, it looks as if the rear aerodynamic surfaces don't have a normal aerofoil cross section. If so, that thing is fucked from the start.

That's a ground effect profile for flying low over water. It is in effect a human guided missile designed to strike aircraft carriers. Iran appears to be specializing on the technology.

No it isn't. It's a low altitude 'stealth' ground attack craft.
The thing flying about in the video is a very small model - like what hobbyists build. You can tell by the rapid 'jerky' maneuvers and the fact that the gear doesn't retract.
