I accept that in every system there will, as a certainty, exist people that abuse that system but in designing any system a balance needs to be struck between preventing abuse and still having a functional system. If ALL the attention goes on preventing the abuses then the likelihood is arriving at a system, which while more robust in terms of defensiveness, has forgone it's ability to support any individual out of dependency towards increasing their own means to improve their own situation.

Seeing a five year old boy who may never get to go to school hugging a puppy who can't stop licking his face after they've both got their first decent meal in a week is something you have to experience.

Keeping people on basic survival rations is not a great help to their employability.

Maybe not a great help. But a great motivator...

...Actually I am not a bread & water advocate for the unemployed (apart from the foreign ones - obviously ).....life without a few luxuries is better. But the State (you and me) providing for animals is just taking the p#ss...

The state is not paying for the animals. It's simply paying slightly beyond 'bread & water' money, different people will make different choices with what to do with the rest.
As long as they can budget for it from what they're given, why does it matter if they're spending on a pet, rather than on anything else they might be spending on to relive the tedium of their lives and drag their existence above mere subsistence levels to something actually worth bothering about.

In most situations these people had their pet before their redundancies, or whatever. They made a commitment that animal once they had purchased it, and that means spending money and taking care of it regardless of personal circumstances.

Quite possibly the most sensible thing I've ever heard/seen you say

Pets are part of the family and I would no more ask an unemployed person to lose a pet than a child but neither should they be thinking of getting a pet (or a child) while unemployed

I buy the pet food first here. Then shop for human food. I have obligations to my friends and I keep them.

I look forward to the utopian society where we have ended animal suffering by redistributing the dog treats and catnip, and where the population is kept under control through education (because getting your pet spaded or neutered would be cruel.) All hail Chairman Meow!
