It is true that violent crime, including murders has been declining. This is a world wide trend. It was documented in detail by Prof. Steven Pinker in his book : "The Better Angels of our Nature." The trend is global, and is a continuation of a trend that began with the first small hunter/gatherer human tribe that grew into a larger community. The global trend seems to have something to do with the merging of communities into what we call the 'global village'. However, there is still a lot of research to be done to nail down the causes properly.

The trend has absolutely nothing to do with any local changes inside the USA, since it is identical to the wider trend throughout the world.

In the mean time, the USA still retains a murder rate that is 4 times as high as the rest of the OECD, and that is thousands of humans lives lost each year unnecessarily. Half of all those murders are due to shootings with hand guns. In other nations, where hand guns are absent, the murder rate is much, much lower. As always, more guns means more murders.
