Yorktown and Commander Task Force Seventeen in effort to save personnel and ship are, in general, approved. It is appreciated that after the aircraft torpedo attack the situation appeared very critical. The ship was listed 25º or 26º o Frequent radar contacts of unidentified planes, three of which turned out to be Japanese seaplanes, resulted in the presumption that another attack was imminent. Destruction of the fourth Japanese carrier had not then occurred. The presence of a fifth carrier was a possibility. THIS DOCUMENT IS FURNISHED ON CDROM FORMAT

From information available, it appears probable that the enemy force approached Savo Island on a course directly through the Solomon Island Group. That is the shortest distance from Rabaul bases. Furthermore, the high mountains on each side would reduce the effectiveness of radar searching. Brief analysis of information so far available leads to the belief that the force which attacked our cruisers consisted of 3 heavy cruisers, 2 light cruisers and 5 destroyers. Commander Task Force 16 and Commander Task Force 17 were fully aware of the advantage of surface attacks under proper conditions, but due to the necessity of rescuing personnel of the Yorktown to the distances involved after air supremacy had been established and the lack of fuel for continued high speed in the destroyers, it was not possible to make a surface attack.

These are enclosed. The further details brought out by enclosures do not change the narrative of the action and conclusions of my preceding report; and especially, do not change the conclusion that high altitude bombing is ineffective against maneuvering ships. They do serve to emphasize the necessarily major part in the victory played by Carrier Aircraft, and the superb gallantry in battle displayed by personnel of all services.
