The terrain of the planet doesn't really work well for wheels. An animal with wheels is actually limited. Legs can move on flat land, but can also climb and maneuver as needed. Wheels would only be adequate on reasonably flat land.

It's really fucking weird and wrong that being naked in public is illegal. I have no desire to go nude as I'm quite comfortable with social norms, but it just seems insane that you could actually go to prison for not wearing clothes... What idiot really thinks they could have gotten out of this situation. Even if it would have been a better armored vehicle they could probably call in the local reserves and take it out with better military equipment, or just bring in a construction wrecking ball to crush the van or knock it over.
